With the widespread application of new-generation information technologies such as the Internet of Things, next-generation Internet, and cloud computing, smart cities have become an inevitable trend. In recent years, new policies for smart cities have appeared frequently, and many cities set off a climax of smart city construction. The government has issued a series of policies and measures to promote the construction of smart cities. As an important part of the construction of smart cities, smart street lights are expected to receive policy support in the future.

As an infrastructure, street lights have the characteristics of orderly distribution, extensive coverage, and presence of electricity in the city. If it is only used for lighting, it obviously does not give full play to its value. Therefore, when the demand for multi-pole integration and 5g micro base stations gradually became clear, smart light poles suddenly caught up with the trend, and were vigorously promoted and inspired by policies.

The Ministry of Industry and Information Technology and the State-owned Assets Supervision and Administration Commission issued the "Implementation Opinions on Promoting the Co-construction and Sharing of Telecommunications Facilities in 2018", which pointed out that it is necessary to actively promote the two-way sharing of communication towers, street lights, monitoring, and traffic instructions. The Shenzhen government also plans to basically achieve full coverage of multifunctional smart poles in Shenzhen's main arterial roads by 2020 and build a multifunctional smart pole management platform. It can be said that the government's signal is very clear, and the goal is also very clear: to create a successful and replicable smart light pole project model, and then expand to the region and city.
